HONG KONG.
Professor K.H. Digby will leave Canada for Hong Kong shortly. He has asked to be paid arrears of the honorarium of $500 a month due to him under his agreement with the Hong Kong Government.
I agree that he should be regarded in this respect as a Government servant and should receive full accrued pay less 10% for the period of internment and to the date of his departure from Hong Kong
A computation by the Hong Kong Government Accountant is attached no advance has been made here to Professor Digby. If you see no objections please arrange for payment to be made to him on arrival in Hong Kong.
